Here's the thing: I'm a member of the explicitly liberal Evangelical Lutheran Church in America (ELCA), which happily welcomes LGBTQIAs as full and equal members, has LGBTQIA and female pastors, has an explicitly open and welcoming Communion table where everybody is invited to participate, and expects everybody to work out their own salvation for themselves. What "salvation" for me looks like may be (and likely is) very different from what "salvation" looks like for other people.
The Lutheran Church Missouri Synod (LCMS) and the Wisconsin Evangelical Lutheran Synod (WELS) do not recognize the ELCA as either Lutherans or Christians. Many LCMS and WELS members refuse even to speak to ELCA members.
Pete Kegsbreath has lumped the ELCA, the LCMS and WELS together as "Lutheran". I would dare say that an ELCA member should not expect to receive any pastoral assistance of any kind from an LCMS or WELS chaplain.
