IIRC, money given to a political candidate's campaign fund UNTIL the candidate officially declares candidacy is essentially 'free' money, in the sense that the candidate does not have to spend it on campaigning and can do anything they want with it. Including keep it. Only after you've signed the paperwork do laws kick in about what you can do with political donations.
Sarah Palin did that the second time around; said she was running, never filed the paperwork, kept the donations (and used them to fund a family vacation, IIRC). This guy could be doing the same thing.
